مقدمه و هدف: بخش کشاورزی به عنوان یکی از بخش‌‌های مهم در اقتصاد با ایفای نقش‌‌های مهمی چون تامین امنیت غذایی و مساعدت بازار عوامل تولید، یکی از مصرف‌‌کنندگان انرژی به شمار می‌‌آید. به‌‌طوری‌‌که امروزه تولید بخش کشاورزی و پیشرفت تکنولوژی‌‌های بکار رفته در این بخش به اندازهای به‌ انواع مختلف انرژی‌‌ها وابسته گردیده است که مصرف انرژی در این بخش طی چهار دهه روند افزایشی داشته است. یکی از عوامل اثرگذار بر رفتار مصرفی فعالان اقتصادی در زمینه انرژی، حاکمیت و کارآمدی آن می‌‌باشد به‌‌طوری‌‌که با سیاست‌‌های درست و اجرای دقیق آنها می‌‌تواند بر تغییر یا اصلاح رفتار مصرف انرژی اثرگذار باشد. از این رو در این مطالعه به بررسی عوامل اثرگذار بر انرژی‌‌ مصرف شده (گازوئیل) در بخش کشاورزی با تاکید بر نقش حکمرانی در 22 کشور با درآمد متوسط رو به پایین پرداخته شده است.
مواد و روش‌‌ها: برای برآورد مدل از الگوی پانل توبیت استفاده شده است. اطلاعات این مطالعه از سایت خواروبار جهانی و بانک جهانی برای دوره 1996 تا 2018 جمع‌‌آوری شده است.
یافته‌‌ها: نتایج برآورد الگوی پانل توبیت نشان داد بجز شاخص کنترل فساد مابقی شاخص‌‌های حکمرانی (ثبات سیاسی، حق اظهار نظر و پاسخگویی و حاکمیت قانون) اثر منفی بر مصرف گازوئیل در بخش کشاورزی دارند. با افزایش امتیاز هر یک از شاخص‌‌های حق اظهار نظر و پاسخگویی، ثبات سیاسی، حاکمیت قانون و کنترل فساد به میزان یک درصد، مقدار انرژی مصرف شده در بخش کشاورزی در کشورهای مورد مطالعه 1/21-، 0/06-، 0/63- و 2/33 درصد تغییر می‌‌یابد. در مقابل متغیرهای سرمایه‌‌گذاری داخلی، سهم بخش کشاورزی از اقتصاد و رشد بخش کشاورزی اثر مثبت بر مصرف گازوئیل در بخش کشاورزی دارند.
نتیجه‌‌گیری: با توجه به نتایج این تحقیق پیشنهادهایی نظیر بهبود وضعیت حکمرانی در کشورهای مورد بررسی، گسترش حجم تجارت و توسعه سیستم‌‌های هوشمند در جهت افزایش سهم انرژی‌‌های پاک و کاهش سهم گازوئیل از سبد مصرف انرژی توصیه می‌‌شود. همچنین مقایسه اثر نهایی شاخص‌‌های حکمرانی نشان می‌‌دهد کنترل فساد اثر بیشتری نسبت به سایر شاخص‌‌های حکمرانی دارد، لذا توصیه می‌‌شود اقدامات موثر در جهت کنترل فساد به ویژه مسائل زیست‌‌محیطی و گسترش مصرف انرژی‌‌های پاک صورت پذیرد.
